Prime Minister Jean-Michel Sama Lukonde chaired the first meeting of the economic troika at the Primature on Thursday 2 September 2021.
The Prime Minister sought to reassure himself of the balance in macroeconomic management between government spending and cash flow in accordance with the criteria of the agreement concluded with the IMF (International Monetary Fund) and the implementation of investment projects in the 145 territories of the DRC.
The meeting was attended by the Minister of State, Minister for the Budget, Aimé Boji, the Minister of Finance, Nicolas Kazadi, and the Governor of the Central Bank of Congo (BCC), Malangu Kabedi Mbuyi.
The purpose of this economic troika is to closely monitor the actual economic parameters, namely the Budget Commitment Plan (BCP), the Cash Flow Plan (CFP) and the availability of liquidity at the Central Bank of Congo.
During this first meeting, it was also a question of following up the agreement concluded between the DRC and the IMF under the Extended Credit Facility (ECF), according to the Minister for the Budget, Aimé Boji, in his report.
" We have reviewed the criteria because there is an assessment in September and December. In this respect, the indicators are in the green. If we maintain this momentum, in principle we will continue with the programme as planned. Secondly, there was the question of ensuring sound management of public finances in relation to spending, and improving the quality of spending. Certain measures will be announced at the Council of Ministers. On the revenue side, the Minister of Finance informed us of revenue trends which, as you know, have been performing well for several weeks. With regard to improving public revenues, the Minister of Finance has signed a performance contract with the financial authorities. There are also other criteria linked to remuneration expenditure. We are making efforts to remain within the proportions agreed with our partners. There are also other actions concerning other State services and non-tax revenues. On the treasury side, we are also trying to increase reserves. "said the Budget Minister, reporting on the meeting.
On the subject of investment, the Minister of State for the Budget reassures us that work will begin shortly throughout the country.
" We are in the process of launching work on investment projects in the 145 territories, as instructed by the Head of State. This work will be launched in the next few days. "promised the Budget Minister.
This meeting of the economic troika will be held every 15 days. It is intended to be a tool for monitoring the real progress of the national economy at a time when the DRC is on a formal programme with the IMF.
