Civil society organisations belonging to the Mwangaza network met from 08 to 09 September in Lubumbashi, the capital of Haut-Katanga province, to examine the urgent issues arising in the electricity sector, and to take stock of its operation and objectives as defined during their work.
At the end of the meeting, which brought together 10 organisations from different provinces of the country, the issue of the Busanga hydroelectric project was raised. According to these civil society organisations working in the Mwangaza network, local communities were illegally relocated to Busanga, in Lualaba, to build the hydroelectric dam of the same name.
"(...) The situation at the Busanga dam, where local communities have been illegally relocated and are seeing their fields flooded without any compensation. Meanwhile, of the 240 MW to be produced, there is nothing yet to show that this power will benefit the Congolese population in general and the people of Lualaba in particular. In terms of governance, the lack of transparency surrounding Sicohydro's shareholding and the exact role of the COMAN company alongside SNEL and Gécamines continue to fuel suspicions of corruption and illicit enrichment to the detriment of the population", state the 10 NGOs in the final communiqué issued at the end of the Lubumbashi meeting.
These civil society organisations, members of the Mwangaza network, have called on the Congolese and Lualaba governments to organise the compensation process for victims affected by the Busanga project.
"The Mwangaza network calls on the central government and the provincial government of Lualaba to organise the compensation process for the local communities affected and to find urgent solutions to the other problems identified in the implementation of the Busanga hydroelectric project", they continued.
The organisations also called for the involvement of the National Assembly in setting up a commission of enquiry into the SICOHYDRO project.
